Permitting and Environmental Compliance
Working with Federal, State, or City regulators to assure compliance with applicable codes; e.g., obtaining builder permits, following environmental laws, or city ordinances.Construction Manager
Responsible for all aspects from receiving the design to the final completion of a construction project.PROJECT: Hydro Power Plant Refurbishment & Upgrade Project• Managed the environmental cleanup sub-contractor; specifically, dealing with oil coated mud and mud layers on most of the internal turbine casing and discharge penstocks.
Control System Design Engineer
Conduct all phases from concept thru design and complete responsibilities with successful commissioning of the system.PROJECT: Simultaneous Restoration of Two Biomass Power Plants• Found and corrected the preheat burner purge logic. It was clear that past logic changes had been implemented to bypass safety features of the standard purge as defined by NFPA. Implemented the correct changes and successfully commissioned the new logic.
PROJECT: Solar Turbine Refurbishment & Turb/HRSG Controls Upgrade Project• Correctly applied NFPA 85 to the HRSG requirement for a 5 minute purge prior to fuel admission at the natural gas fired turbine. Correctly identified that the existing hydraulic starter system was undersized for this requirement and needed upgrading.
Project Manager
Safely and within all environmental compliance laws, successfully complete scope, schedule, and costs of a project.PROJECT: Hydro Power Plant Refurbishment & Upgrade Project• Managed all environmental compliance issues for this $1.5M major refurbishment and upgrade project including the hazardous waste collection station. Even with the sensitive river environment, there were no environmental incidents on this project.
PROJECT: Major Utility Plan of Reorganization (POR) Project• Brought into compliance three different PG&E service center hazardous waste storage yards to the standards as specified in their Spill Prevention Control & Countermeasures (SPCC) plans.
• Conducted extensive coordination with a number of city planning departments to obtain building permits for modifications to PG&E's service centers.
• Successfully coordinated all requirements for vehicle wash rack discharges into their respective city sewage systems at two PG&E service centers.
• Successfully remediated the discovery of "lamp black" (historical waste from the production of natural gas) while construction activities were underway at two PG&E service centers.
Startup Testing Engineer
Review existing plant design, field verify design integrity, write and conduct final startup test procedures.PROJECT: Boiler Controls Upgrade Project• Negotiated the conditions of testing, coodinated the final source testing, and achieved approval for the Operating Permit from the local Air Pollution Control District (APCD).
PROJECT: Refurbishment of Large Boiler Pneumatic Combustion Controls• Coordinated and managed the "Source Emissions Testing" for the Nox and CO emissions after commissioning of restored control system to insure compliance with State EPA requirements.
